You may find this phrase as part of an image description, usually phrased as “Shallow Depth of Field” or "Shallow DOF"

What this refers to is the in and out of focus effect attained over the “depth” of an image.

A “Shallow” depth of field would refer to the fact that a very small part of the images is in sharp, acceptable focus, while the rest systematically blurs out.

This is a photographic technique, and not an error, and is used to highlight a specific area inside the image
