No. You need to be the sole copyright owner of the images. Public Domain images belong as the name suggests, to “everybody” or the general public, so you cannot claim ownership or create derivative image from it and claim ownership.

The same goes for Orphan Works Images. These are images where ownership of copyright cannot be easily established, but once again, it doesn’t mean you can claim it as your own, or create derivative works from it for re-sale.
