No... Sharpening images effectively increases contrast on a pixel-level which in turn makes JPEG artifacting stand out much more and sooner If an image is not sharp, or as sharp as it should be, Then rather throw it out or reshoot because it will most probably not get past the reviewers in any case.

Remember to always review your images on 100%
